Computer restarts over and over before POST and suddenly works

Hope this is the correct category.
First want to say thanks for all the help I've got here for many years. You guys are the best!
And also sorry for my english.

I have a problem... (scroll down for summary)

I've been searching all over for help but I can't find anyone with exactly the same issues.

About 9-10 months ago my pc started to restart before POST 2-3 times and then just booted normally.
All this time i've been searching for solution but problem is I live in a s***** place and cannot borrow parts or anything to test and diagnose.
So since the computer worked perfectly WHEN it finally booted I just played games!

Every day it took more and more restarts and last week I could power on the computer, take a shower, go shop groceries, and when I came home it had maybe booted up. So basically it could take anywhere between 5-100 minutes to start. I know, i've probably made it worse now by waiting so long but parts is expensive here and when I didnt even know what was wrong I couldnt just buy part after part until it hopefully got fixed.

So to sum up, computer built by me Q3 2014, worked perfectly until beginning of this year, I press start, it powers on everything (and fans on full rpm) EXCEPT 2 casefans and USB ports in this stage, restarts after 1 second with nothing showing on monitor. This keeps on until it suddenly starts with fans at normal speed and boots up. What's wierd (i think?) is that it then works flawlessly. Normal temps, can play games for hours on end. And it has NEVER crashed or restarted.
Even tried stress tests to check.
It's like it doesnt have enough power to fire it up. But when it was on all voltage levels seemed normal to me at least.

Today it never booted. So now i'm stuck. I will try more tomorrow to see if I can get to bios but I doubt it.
There are similar posts but then it's always something that triggered it if you know what I mean. They changed components, power surge, OS or something else.


Only things I've tried today is to reset CMOS, unplug everything (outside) and switching memory. One ram at a time (x4). No luck. Yeah and I deleted everything and reinstalled windows 2 months ago incase it was software. But no.

Edit: tested with new psu and removed everything down to only mobo and cpu. Same problem with new and old psu.

Sorry maybe i wrote a little to much here but anyway..

-Intel Core i5 4690K 3,5GHz (OC'd to 4,6GHz) temps never above 58 celsius.
-Crucial BallistixSport 4x4GB 1600MHz
-EVGA GeForce GTX980 SC ACX 2.0 4GB (x2 SLI)
-Corsair RM1000
-Samsung 840 EVO Series 250GB (OS, windows 10)
-Seagate Desktop SSHD 1TB 7200RPM
-Seagate Desktop HDD 1TB 7200RPM
 
Solution
It's possible that running your pc in OC mode for 3 years has caused deterioration of motherboard components
(less likely but also possible, that cpu itself has deteriorated).
18% OC over max turbo boost frequency is quite significant.

I took it all out of the case and tested with only cpu. Cmos reset and battery removed, loaded optimized so OC removed. Still same problem. I bought a new psu and again, nothing changed. So now i'm wondering if my cpu or mobo is dead?
And how is that possible when it finally ran after all the restarts? This is what puzzles me. Had I suddenly woken up one morning and couldnt boot then it would be easier.
Or can it be something with how the mobo "distributes" the voltage? (This is way beyond my level of pc expertise, just guessing) cause i read somwhere that something like a surge could mess it up but it could be fixed with flashing bios? I never flashed before, if I can access bios (maaaybe it will access after 1000 restarts..) can i do it from there?
 
Sorry if this sounds dumb but no one sells case speaker, only abroad. Cant wait that long! Is i possinle to use a standard speaker and "connect" +/- to mobo to get beep codes?
 
If someone have this problem, I agree with the solution i selected. After checking cpu was okay Only the mobo was left. It probably got fried for some unknown reason. Could be OC, or could be bad soldering from beginning. One of those problems where you just have to grab you wallet and buy new components I guess. Or rma.
