[SOLVED] Computer running slow

My system seems to be running extremely slow even though my specs should beg to differ.
Specs: i7 4770k, GTX 1070, 16gb dominator platinum, 128gb ssd, 250gb hard drive, and 1tb hard drive.
Can you help me diagnose the issue it is having I completely wiped and reinstalled windows and it still seems to be launching items really slowly and apps crash continuously. My CPU is at 7%, my memory at 32%, my disk at 33% and my Network and gpu at 0%. I have the power setting at extreme usage.

Memory part number and/or link to it?

Any changes to default BIOS options?

Motherboard model number?

I actually figured out what it was. My XMP profile stopped. my memory went from 2400mhz to 1333mhz. Thanks for your help though
