Computer screen no image / graphic card problem

computer was on, all of a sudden screen goes blank, I have no image.
Screen is fine, I've been told the problem is the graphic card.
Graphic card full of dust, I think it melted from excessive heat.

I need a new graphic card, the one I had was ATI Radeon 3650.
I have windows vista 32bit, quadcore 2.5ghz processor, 3Gb ram, 500 watts power supply.
The motherboard is abit IP35P.

The graphic card manual says ATI Radeon 3650 has PCI Express 2.0 x16 bus interface.
The motherboard manual says "install a PCI Express x16 graphic card into slot PCIEXP1".

I play games such as CS:GO, L4D2, Garry's Mod.
I want a graphic card as good or better than what I have.
Price low as possible, if the cheapest one works then I take it.

PS: I have ATI Radeon 3650 driver installed, when I get new graphic card do I install it and motherboard switches to onboard video so ican remove driver of radeon3650 and install driver of new one?
 
let me explain better.

in this way i can then remove the driver ATI Radeon 3650 and then install driver of the new graphic card.

if thats not what happens, please provide instructions on how to install the new graphic card.
