Computer shutdown while gamign and will not restart

Hello my friend recently got a new graphcis card and while we were playing counter strike global offensive his computer crashed and will nto start. Upon startup his computer would flash once and the main cpu heatsink fian will spin then stop wait a couple seconds and start again. please help my friend with this issue. Now his computer will not do that and his powersupply is not recieving power i think. The graphics cards is R7 260x
 
Did your friend check if the PSU wattage was sufficient for an R7 260X? It needs a 550w PSU minimum, and must be high quality brand, not cheap crap.

It sounds to me like the existing PSU was unable to cope with the extra demands of the R7, and it has given up trying.
Replace the PSU with a Seasonic, Corsair or Antec 550w or 600w and it should fix the problem.

In future, always check the PSU wattage is high enough and PSU brand is good enough to run a gaming card.
 
My friends PSU is 115 watts which i figured wasnt enough power for the new graphics card but why did his computer just suddently crash because we were playing the game for like 30 minutes and we where doing other games for about 30 minutes before that? Also we unpluged everything including the harddirve and new grpahcis card and the computer wouldnt load bios or power on?
