Question Computer shuts down at Windows loading screen

I have a computer that was working fine. I installed a custom liquid cooling loop for both the GPU and CPU. Everytime I start up the computer as soon as windows starts to load on the computer shuts off completely. I have already replaced the Power Supply thinking this would have been the issues. The computer will stay running in BIOs. I've tried a fresh install of windows and same result.

check the temp in bios?
test with 1 stick of ram?
redo the cooler?
make and model of the psu?

Tried with one Stick on Ram and rotated. Redid thermal paste and reset the CPU block. Temps in Bios show 70 degrees Celsius. Still same result.

70C when doing nothing. that would be an issue.
