Computer shuts down but does not restart properly

I just built a new pc. Specs are Asus Z87-Pro Motherboard, Intel i7 4790k, 16gb RAM, 3T seagate HD. Everything has been performing well on my computer except for when it needs to restart. When I go into windows and click shutdown it has no problem but when I click restart it will exit windows and turn off the display but the computer will remain running and will not boot back up. I have to manually press the power button to turn it off and then press it again to boot it back up. This also happens when it needs to restart from other programs. From what I have found is it may have to be something with bios versions or settings but I honestly have no clue. I have the most recent bios update for my mobo and I haven't found any settings that would fix this in my bios either. Any ideas on how to fix this?

windows will refuse to shutdown if the shutdown will result in loss of data.
for example, if a file is written to a drive but the write has not been confirmed by the drive window will not complete shutdown.

you can look for errors in the eventlogs and maybe get a clue as to what is going on.
I enabled the verbose status messages and it is not picking up anything. You said media sharing devices may be causing this where would you recommend looking first.
 
Just to add more info my bios version is 2103 which is the most recent one for my motherboard on the Asus website. I have also just fixed my reset switch on my case. It performs the same way as clicking restart in windows. It will reset the system but not reboot which makes me think this issue has to do with hardware now as it will do this even before it gets to booting up windows.
