Computer Shutting Down, Can't Reboot

My computer has been shutting down or refusing to turn on multiple times now. This started almost immediately after I installed a new graphics card (ASUS Dual Rx480 OC 1300). The system would shut down while gaming, nothing too intensive (Overwatch for the most part). My fist assumption is that it was due to the graphics card needing more wattage than my previous card (Zotac GTX 760 2GB). However upon doing some research I found that the under load the system doesn't draw much more power when using the 480 vs the 760. I did find that there was some articles about the rx480 pulling to much power from the PCI-E slot, however from my understanding that has been patched in the recent driver updates. I know that it is not an issue to overheating because I was having issue turning on the pc while switching the cards and the system would have been off for hours previously. The graphics cards specifications are met with my psu (500 watt 12v rail) although just barely (I have EVGA 500 watt brinze ). Perhaps the card it is drawing more due to the fact that it is factory overclocked?

As two side notes, when the system wont turn on, not even the light on the motherboard is on. And oddly enough I have found that the only way to get the computer to turn back on is switch off the power supply, unplug the power cord and plug it back in, before switching the power supply back on. I did check to see if just switching the power supply on and off again worked which it did not. I also tried making sure that the power cord was plugged in properly without removing which also did not work. I checked to make sure there was no debris in the connection port of the push like dust or something and even tried a second power cord that I had lying around with the same results. I'm thinking that it is a power supply issue, although I think that it is pretty ridiculous that the fix it unplugging it and plugging it back in as I have no idea what tat has to do with anything. I am also aware that this could also be a motherboard or cpu problem although less likely. Cpu and motherboard are about a year old at this point.

Any ideas?
