Computer shutting on and off in a loop

My computer one morning decided to turn on and off like the bios went corrupt. So I used a jumper and nothing happened then tried removing the cmos battery and nothing happened. My last option was to use a screw driver and short circuit the 1 and 6 pin connecting to my bios chip so the second one would work. That eventually worked and I re installed windows. I turned off my pc and connected my GPU and turned it on only to find that it turns on and of in a loop again. I tried doing this all over again but nothing works. Is this my gpu or is it my motherboard and if soo how can I fix it?

We did have a thunderstorm that night this all happened but I had a surge protector.
