Computer Slow Even After Restore??

My friend's PC was acting slow and games weren't starting, for a while problems have been occurring, so I recommended them simply to restore the computer back to factory defaults. Unfortunately, it didn't help and seems to have made it worse even, now programs won't even install and it's slower than before. What could the issue be? Is it possible that it's hardware related?
 
Solution
Run chkdsk /f to check for bad sectors on the drive. Run memtest86 to check for ram errors. If errors seen the test one stick at a time to see which one may be bad and replace as needed. Make sure all drivers are updated for the board or system. If dedicated GPU then install updated drivers. If integrated graphics then see if system runs okay without GPU installed but slow with it. Those are general things to try but system specs and OS are needed to get any more specific.
