Question Computer Slowing Down

Recently my computer started being very laggy every now and then. The taskbar would be very slow-moving up and down, typing this text right now is slow, moving windows around is slow and laggy. I check my usages on task manager and temperatures on another program and they are all normal. Could this be signs of some hardware failure maybe? I do feel like this slowdown started happening after the latest Radeon update which overhauled their UI whatnot for their software. It comes and goes at random as well so I am not really sure what is causing it.

I was also thinking it may be a windows deals but I am not sure at all, any and all insight is helpful thanks!

An example I have right now is, I have 3 monitors when I click on the one that I am playing Sea of Thieves on all the slowing down happens and it even messes with my frames. Whenever I click off it goes away and the game goes back up in frames.
