Since I built this system in 2013 it's had an occasional problem where when I go to power it on or wake from sleep the power light blinks and the fans spin for about a half second then it won't do anything even if I push the power button again. The lights on the motherboard stay lit. The only way to get it to run is to either unplug or flip the switch on the power supply and wait until all the lights go off then give it power and try to turn it on again. Sometimes it takes more than one try of this, but eventually it will turn on and boot up fine.

After it is powered on it will stay on no matter how much load is placed on the CPU or graphics. I've tried clearing cmos, updating the bios and all the usual things, but the problem persists. Any ideas?

You can also pull your GTX 660 and use the integrated video if you only have the 450w PSU to work with. The older GTX 660 would be the other thing to look at. Before swapping the PSUs you could remove the 660 and see if the system stabilizes.
Specs are:
