Computer sounds like it's going to boot but won't

When I start my computer it acts like everything is going to start up fine, but before my mother board even boots my fans sound like they just keep restarting, my graphics card gets power but it says no signal, I've tried removing the cmos battery and unplugging everything

Asrock h110m-dgs
Rosewill 500w power supply
Asus 1060 3gb
I5 6400
8gb of ballistx ram

I can't delete this thread but I guess when I was messing with my computer a side of my ram got un-clipped, pro tip: always make sure ram is seated
