computer start up trouble

my computer was in rest mode and I hard shut off the computer now. now whenever I try to turn on the PC everything lights up and the fans run my keyboard also lights up but my mouse does not. If I let the pc sit there long enough like this my second monitor receives a signal but its just a black screen with an occasional white underscore in the top right corner any suggestions please

You probably caused some file corruption.

Try booting into safe mode.

Or use a recovery disc or USB stick.

how do i boot in safe mode or you the usb recovery mode?

Likewise:

"how to create a usb recovery disk for windows 10".

Read a few "how to's" and related tutorials and then plan out what you will do with respect to the circumstances and details of your situation.

Avoid downloading software that claims to fix the problem. Many of those apps will show up no matter what problem you have.

Be methodical and thorough. Keep notes about what you do and what happens. Change only one thing at a time.
