Computer starting up at 800Ghz

So I've posted a few threads about this and I thought the problem was solved but its not.

I'll give the full story.

I've been trying to play a particular game X3: AP and noticed that I had horrible FPS for such an old game. Turning on CPU-Z showed that my CPU was locked at 800GHz. Well in a former post someone mentioned in the AMD CCC I could mess with the CPU power setting to fix it. It worked for the most part. However If I play games that only use one core my processor will be locked at 800GHz. Also when I start my Computer it starts at 800GHz and will stay that way till I toggle the CPU power up and down. Game that use more than one Processor run fun and stay at 3000GHz or 3500GHz OCed.

I'm not sure what would cause this problem. Ive already done a clean uninstall of my AMD driver and updated them to the latest. The problem still prosist. I've also set BIOS to its default and even checked in the CPU settings that is Target CPU is 3000Ghz. My power plan is on High preformance with the CPU at 100% always and as far as I know there are no other power settings active that would do the opposite.

Any ideas on how to fix this?

2x Radeon HD 6790 (Not in crossfire)

Temps while elongated hard core gaming : CPU never above 60C GPU/s Never above 49C

AMD's CoolnQuiet will throttle down the CPU when starting so it's normal to see the 800Mhz, you could always overwrite this by disabling it in BIOS, what's strange is that your CPU isn't ramping up when doing intensive tasks, before disabling Cool n Quiet test your CPU with Prime95 and see if your CPU goes at 3Ghz as it should or not.

If it fails to ramp up its speed it could be a driver issue or a BIOS version issue...
