Question Computer starts and shuts down in a loop

I just put together a PC with:
MSI MAG Z390 Tomahawk
Corsair Vengeance LPX 16GB
Intel Core i7 6700K 4.00 GHz

With everything plugged in, the computer starts, then shuts down maybe 10 seconds later.

If I remove the both ram sticks, it will start and stay on, but obviously do nothing after.

Is this clear evidence that the RAM sticks are bad?

PS I tried using each of the two RAM sticks alone in the right memory slot, still same result as putting both in.
