Hi, I have a very unusual problem with my PC that I built in 2019. It started having this problem just a couple days ago. Basically, the computer turns on - the fans all whir, the GPU light comes on - but no power goes to the keyboard and mouse (neither have their lights turn on) and the display won't turn on.
At first, I thought it was the motherboard, but I've found that the computer boots AND power goes to the USB accessories if I unplug my GPU from the power supply. I don't have integrated graphics so I connected a very old GPU that doesn't need to connect to the PSU and lo and behold, my computer starts up just fine with display with that.
So, now, I think it's either a problem with my GPU or maybe my PSU not supplying enough power? But I can't figure out which, it also helps that the problem isn't consistent.
I tried unplugging and replugging the cable that connects the GPU to the PSU and it actually worked for a while, before having the problem again. Most recently, I swapped out the cable completely with a spare one I had lying around and it seemed to work for several boots, before the screen went blue and the problem started again.
At this point, I'm pretty resigned to the fact that I must be having some hardware failure, and I'll probably have to replace either my GPU or my PSU, but which is it?? Unfortunately, I don't have a spare PSU to test with.

CPU: AMD Ryzen 5 1500x 3.5 GHz Quad-core
MOBO: ASRock AB350 Pro4 ATX AM4 Motherboard
Hard Drive: Western Digital Caviar Blue 1 TB 3.5" 7200 RPM Internal Hard Drive
GPU: XFX Radeon RX 580
PSU: Corsair CX Series CX550M
