Computer starts but wont boot the bios

So, I had used OC genie when I first built my computer, and I decided to ramp it up a bit. I tried overclocking my cpu to 4.2 GHZ (FX 8330) and then my computer crashed. It rebooted fine, but I realized the cpu clock speed reset to 3.5. So I decided, hey, OC GENIE worked the first time, I'll just use it again. So I hit the button, and the computer restarted. I thought all was well, but when it booted back on, it didnt even launch the bios let alone windows. It turns on, but doesnt display anything other than an fps count in the corner of the screen. I looked at similar problems on tomshardware ans tried the solutions to those, like taking out and replacing the motherboard battery, but none of them have worked. Help me.

Did you change the voltage?
