Computer Starts, Dies, Then starts but doesn't do anything.

Ive been having issue with a computer here. It'll start die in 5 seconds then start again and stay running, but nothing is happening.

I've gotten past this before and ran everything fine but the CPU was way over temp so I reapplyed Thermal now I am running into the issue again. And don't know how to fix it.
