Computer starts shuts down then starts again (looping)

Hey guys ive posted a couple forms but nothing seem to be able to fix my problem I have a 1 tb brand new,1tb used with windows 10 and 250 GB old and shitty

2 8gig ddr4 ram sticks 2400mh

Geforce gtx 1050 ti

Z270-HD3 gigabyte motherboard

I7 7700K processor

Evo 212 cooling

Ive tried everything from taking apart the computer putting it back together, making sure all the parts are installed properly and nothing seems to work. Please if someone could help that would be great

Did you bend one of the pins on the CPU socket? Check your CPU socket because one of the pins could have been bent, leading to restarts.

nothing looks bent from what I can tell

Pull out the GPU and see if it boots. Pull out all RAM sticks bar one, and try each RAM slot. Then swap sticks and try again.

Looks like RAM issue, try re-seating RAM in different slots. Try all combinations if it still doesn't work, perform this:

- Try with only one stick of RAM in different slots.

- Reset or clear your CMOS using the jumper or a CMOS clear button if your motherboard has one.

- Try a different power supply.

- Try removing the motherboard from the case and running it on a cardboard surface. If the PC shuts off a second after starting up, the issue may be an electrical short.
