Computer startup problems with Gigabyte GTX 1060 Wind force edition

MY system specifications
Processor: i7 6700 (locked CPU) As I do not intended to overclock.
MOBO: msi Gaming H110m
Running on stock cooler provided by intel
Circle cc 821 cabinet
Ram: 16gb corsair vengeance
Power supply: Corsair VS 650
Hard disk: Seagate Barracuda 1 TB
Graphics unit: Gigabyte Gtx 1060 Wind force edition.

There are around 3-4 issues which I faced when I was booting my system fr the 1st time
1. The monitor screen was black when I connected cable to HDMI slot of graphics card, but from the motherboard HDMI slot it was running with no issues.(Does this issue happens during first time boot from a video card?)
So then I kind of used the MOBO HDMI for display so that I can install windows.

2. On inserting the graphics card and connecting the power the fans rotate for about 5 seconds then stop.

3. I was abl to boot my system using the video card by enabling the Wake up settings in Bios to PCIE, but is this the correct way to proceed?

Also is there issue with the power supply?

It would be highly appreciated if someone can give a solution to these problems?
A walkthrough of how to proceed after the finishing the build would also be nice.

PS: This is the first time I have build something in last 8 long years and technology has changed a lot. If I am missing something please do tell and I will share the info.

check one more thing... in the BIOS under OS Configuration, there is an option to enable/disable Windows 7 and Windows 8.1/10. Even though I'm using Windows 10... my display output would always bug-out when I enabled Windows 10 and disabled Windows 7. so I just left it on Windows 7 and didn't investigate any further. try playing with that and see what happens for you. and if it messes anything up and you can't use the BIOS after due to graphical problems, you will just have to reset CMOS like i did and go back to your working configuration

Are you saying your power supply is still connected to the wall when you insert the video card and plug power to it... ?

Plug hdmi into motherboard graphics, you need to boot in bios, and set the Video card default from Auto or Igx to PCIE save exit and reboot with the cable plugged into the 1060 video card

Also is there issue with the power supply?
well the corsair VS650 isn't the "best of the best" but so far from your questions I don't see any related to the PSU

Are you saying your power supply is still connected to the wall when you insert the video card and plug power to it... ?
Does it matter? When I inserted the video card the Switches were off after inserting I switched them on and plugged the HDMI cables to test the video feed from the card.

Plug hdmi into motherboard graphics, you need to boot in bios, and set the Video card default from Auto or Igx to PCIE save exit and reboot with the cable plugged into the 1060 video card

The default Video card mode in the BIOS was set to PCIE, since it was not responding, I had to enable a wake up event using the graphics card. At first I thought the graphics card was defective but since it displayed after I set the wake up event. I think it is not defective.

yeah standard setting in msi bios is gpu priority when one is detected. so is the issue fully solved by changing that "wake-up" setting? shouldn't have to do that

It kind of worked I am able to see the screen I installed windows but the not the graphic card drivers as I did not have the latest anniversary build for windows 10, I will try using the windows anniversary build and then see if I can play some games using the graphic card. But I still wonder was this the right process to follow?
