Computer still slow after factory reset

Hi. One day when I went to wake up my computer from sleep, I noticed it was really slow. I restarted, but still an hour later the performance didn't change.I checked my task manager usages and all of them were low. I ran scans and no virus or malware were found, I then re-installed windows 8.1 and found that that didn't help. Then I decided to do a factory restore and its still awful.In a game like Team Fortress 2 I usually get around 300fps, but recently I get a max of 15 and every other second it dips down to about three. On another game like FTL(Faster then Light),I get around 25-45fps. Both of those games aren't demanding and I cant play them. All of my drives are up to-date and I'm stuck.

Monitor you CPU (CoreTemp/RealTEmp) & GPU (GPU-Z sensor) temperature, or choose any monitoring program you know - check if its overheating.
Check your ram usage (Task Manager> Performance), and Test you Memtest your RAM.
Uninstall gpu driver and reinstall.
