Computer stuck in reboot loop

As title says, I have been working on trying to resolve this issue for months now. I started having issues last summer with this issue and now It won't even let me get to bios before it restarts. I have replaced the CPU, RAM, Mobo, PSU, and GPU trying to fix this issue. So most of the parts are new. Keep in mind this issue started with the old components, and is still continuing. And the old GPU is now in my wifes computer and works just fine. I got the computer to get to bios once and was able to get it to instant flash to the newest bios, but still keeps rebooting before I can get in to bios. Got it to load OS a few times and it would run for like 10 min then reboot cycle. But 95% of the time it just reboots before I could even try to get into bios.

Other peoples fixes that I have tried:
jumper reset cmos
button reset cmos
battery removed cmos reset
tried the 1 ram stick at a time
tried running out side of case on a cardboard box (still reboot loop)
Unplugged everything except the cpu, ram, and gpu.

CPU: Intel Core i7-5930K
GPU: EVGA GeForce GTX 980 Ti
Mobo: ASRock Gaming Fatal1ty X99X Killer
RAM: 64 GB CORSAIR Vengeance LPX DDR4
PSU: Thermaltake Toughpower 1275W Modular Power Supply

Anyone got any ideas on how to get this fixed?
 
Try starting the board with only CPU, CPU cooler installed, both 24 and 8 pin power cables connected. No other components/wires.
Use a screwdriver for shorting the 2 pins corresponding to the case power switch.
See if the CPU fan does spin without restarting.
 
I have the same MB and have the same issue. Was there ever a solution on this thread? I am able to get a clean boot by removing the clear cmos pin and holding down the onboard power button to break boot loop. When the computer does boot clean (about one in every 50 boots) it takes a extremely long time to get bios splash screen, like 30-45 seconds
