I just encountered a similar problem today on a Fujitsu Esprimo D756/E90.
Computer was working fine running Windows 10. After installing Linux Mint, removing the USB when prompted and rebooting I got stuck on the Fujitsu logo. Spamming F2 after powering on would not let me enter BIOS.
What I did was that I disconnected the SATA cables for the SSD and DVD drive (no NVMe drive in use), took out the BIOS battery for about a minute, and moved the single ram stick to another slot.
Powering it on with this configuration gave no picture and the machine was restarting every 15 second...
I moved the RAM back to where it originally was, and I now got a picture and was allowed into BIOS.
Plugged both SATA cables back in and the computer now successfully booted into Mint, and has continued to do so after a couple of restarts - fingers crossed that it stays that way
Hopefully this will prove useful to someone, no clue exactly what caused the problem or which step fixed it, but this worked for me!
