Question Computer stuttering and choppy mouse cursor every 10-30 seconds ?

Recently, I came home from a trip, downloaded Gary's Mod and played for a few minutes on a server, then was experienced some stuttering in the game. I thought computer just needed a restart, but problems continued even at idle. Just dragging my cursor around the desktop I can see and feel the system stuttering.

I've monitored my CPU temps while playing other games and it was fine.

My system specs are
ASUS PRIME Z790-P WIFI
i7 - 13700k
4080 Super

Ram:
SSD/HDD:

PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

As for your platform's temps, please pass that on as well both when under load and when idling.
