Question Computer Stuttering

Hey I posted earlier but I sort of have a new perspective on my issue. So my computer has been stuttering almost randomly out of nowhere and it results in either a 0 FPS drop in games or a delayed response from any other application. I am pretty sure that this problem is not because of my CPU or GPU because when I ran 3DMark to bench mark my PC it only stuttered a few times throughout the test with my CPU and GPU usage reaching 100%. But when I start downloading a large file such as COD Warzone or any other steam game the stuttering is much more frequent. Im sure though that it isn't my internet card because internet has never been an issue before and I almost never experience ping spikes. Thanks again for your help!

PC Specs

My CPU/GPU temps never exceed 70C and usually hover 63-65 when playing games.

Yeah I have my games and OS on the SSD. I have not fresh installed the OS so i guess Ill try that. Ram is both running at 3600, and i do have the latest BIOS
