I have an interesting issue, that is beginning to really annoy me, and I have not found a cause (or solution). In the past week or so, my high end computer has become "laggy" with certain simple tasks. Here are some examples:
-Moving the blue 'highlight box' on the desktop or any folder is very jittery.
-Moving my cursor while watching a YouTube video makes the video practically freeze. (otherwise the playback is completely smooth.)
-The example 3D object in the Nvidia control panel is jittery when moving the cursor. (Similar to YouTube videos).
-When playing CS:GO the mouse sensitivity is extremely slow, compared to normal.
-Etc.

Important info:
I only noticed this issue after getting an HTC Vive installed and being used. The VR playing seems perfectly fine (and is very fun). I didn't notice the issue immediately after installing the Vive (then again it may have been too subtle at the time for me to notice). I have doubts that this is the problem, but I figured it was worth mentioning.
Task manager shows that all the hardware is normal. CPU is between 0 and 5% usage, no abnormal memory hogging programs, disk usage is 0%, etc.
Troubleshooting steps:
-Restarting computer (obviously)
-Uninstalling all VR related software (Vive software, drivers, SteamVR, etc), with the exception of actual games.
-Unplugging the headset completely
-Closing as many programs as possible*
-Running antivirus, and antimalware
-Temperatures are normal for all the hardware
-Updates (GPU drivers, Windows updates, etc)
*I have noticed that when I close pretty much every program (Steam, Skype, Razer synapse, CAM software, etc) the issue seems to get better, but no where near normal. The icon highlighter on the desktop is smoother, but YouTube videos still have a fair bit of jitter when moving the cursor.
At this point, the only things I know of to do involve ignoring it (not an option), re-installing Windows (last resort), or asking the forum.
