Question Computer Suddenly Shutdown When Ran a Game Or Graphics Intensive Program

Hi. I am having an issue with my Computer. My computer suddenly shutdown everytime when i try to play a game or run adobe premiere. I am not sure if it's a PSU or GPU card (RX 580) issue. Power supply is Corsair GS700.
Now i have tried Nvidia 1080 Ti and ran a benchmark , for 30min everything seems to be working fine.
But when i insert RX 580 GPU and ran a benchmark, system totally shutdown within 15sec. Sometimes it auto restarts after shutting down and sometimes i have to manually press the power button to turn it on.
Now if its PSU issue than isn't system also suppose to shutdown when i put Nvidia in it?!
AFAIK, GPU cannot cause sudden shutdown (normally bad GPU can cause artifacts or no display but rest of the system or FANs will work normally), than how come when i put RX 580 and system shutdown within 15sec after running benchmark.?!
Is RX 580 drawing more power as compared to Nvidia 1080 Ti (which is highly unlikely) or Nvidia adjusting its voltage according to the power supply output..?!

CPU: Intel Core i3 6th Gen (Max recorded Temp ever: 60c)
Motherboard: HP 6th Gen motherboard (not sure model)
PSU: Corsair GS700
RAM: 8GB DDR4
HDD: 1TB
SSD: 128GB
