Question Computer suddenly wont stop scrolling

I don't know what happened but suddenly my computer will not stop scrolling up. I've tried different mice and keyboards and neither seem to have any effect; the computer just scrolls upwards on it's own no matter what, from web pages to the little alt+tab menu. Does anyone have any ideas on how to fix this?

Nevermind, I found the problem. A program was using a controller as a mouse and one of the axis' was tilted.
