Computer trouble starting up

I'm not sure how to describe what's going on with my computer exactly. When I turn it on the fans will start half-way and everything stops for a split second and tries to start up again. This happens a few times until it finally turns on. Kind of like reeving up the engine on a lawnmower until it starts. I do wanna point out that my motherboard has a blue LED on the top right that specifically turns on when this happens. Any reason this could be happening?

CPU: i7 3770k
Motherboard: MSI Big Bang Z77 MPOWER
Ram: 16gb Crucial Ballistic Sport
Video Card: Nvidia 670
HDD: 2TB
PSU: Corsair 750 Watts Bronze

Has it always done this or has it just started?

It could be the RAM.

I had to replace my ram the moment I built my computer since it read the ram as faulty off the bat. This was a year ago though. So I wouldn't be surprised if this is happening again.
