Computer turning on and off over and over after new motherboard and cpu installation

I just replaced my motherboard and cpu. When I push the power button everything boots up except there’s no display to my monitor and the cpu fan makes a weird revving noise and is then super load and then the computer shuts down and then does the same thing over and over. I’ve done many things like reapplying thermal paste, trying my computer without the hard drive or video card plugged in, blowing out dust and resetting the cmos. Still it does the same thing. Any ideas on what to do at this point would be much appreciated.

New motherboard/CPU often requires a whole new OS install.

It sounds like this is the case here.

Turns out I’m just an idiot and the ram wasn’t properly in.
