Computer turning on for 10 seconds then turning off repeatedly

Okay, so I recently just bought a gigabyte motherboard a i7 processor 16 gb of ram and a gtx 1070 to build my new pc(I am somewhat new to building) I have everything hooked up correctly I’ve checked to make sure the ram was installed correctly and it is the psu works I tested it on my other pc but it still will turn on for 10 seconds then turn off sometimes it will turn off faster than others but I can’t figure out what the problem is please help
 
Solution
Double-check the CPU cooler is installed correctly and sitting flat on the i7 processor. The system could be shutting itself down to prevent the CPU from overheating.

Please List exact make & model of motherboard, CPU & RAM
for ram how many modules and are they a matched set?

first step check on Gigabyte website that CPU is supported by motherboard and BIOS UEFI version necessary for support of CPU

simplify components -
remove GPU (connect screen to motherboard video out)
and only leave one stick of ram
disconnect cables for disk drives (SSD/HDD/DVD)

reset cmos using jumper
try again
