My system is:

AMD Athlon XP 2000+
MSI KT4 Ultra mobo (6590)
ATI 9600 Pro AGP
Lian-Li PC61 case
Thermaltake 430W psu
2 X 256MB Kinston PC2700 value ram

Okay, my computer turns itself on by itself a few seconds after I shut it down. I am thinking this is a power supply issue.

As suggested in the faq, I downloaded motherboard monitor 5 and checked the five volt line since I have an AMD cpu. I opened a bunch of apps and stuff and it only went as low as 4.95 which is well within a 5% variance. However, the positive 12 volt line went for 12V to 12.4V. Is that okay? Any other suggestions on what is happening? Thanks in advance!

Is this a new build? Motherboard/Case grounding issues have been known to cause such odd problems. Maybe double check and make sure everything is seated properly.

Nope, your power supply looks great. I'd check BIOS for power on options, like Wake On Lan or Wake On Modem.

ive had the same problem for a while with one of my computers. it would turn on at random, disabling the keyboard wakup jumper solved that one but it still turns on when ever i try to access it from the network in anyway. even if i just ping it. wol is disabled and all wake on events are off. never figured out why it does that.
