Computer turns off then on again. Is my PSU dying?

This doesn't happen all the time, but every once in a while lately when I power on my PC, it will turn off after a second, then it will power itself back on and seem like it is booting, except I will have no video and no power going to the mouse and keyboard. I have to hold the power button to power off, then power it on again for it to properly boot. I tried replacing the CMOS battery, didn't help. Could it be a failing power supply?

16GB DDR3 RAM

ASUS p877v-deluxe

ASUS 980ti

120GB SSD

4TB HDD

Silencer Mk 2 950w PSU

That was actually a solid PSU at the time it was made - that Silencer was from one of the better Sirfa platforms and comes from PC Power & Cooling about 5 or 6 years ago. Though it does sound like the PSU is nearing the end of its life. Sometimes solid ones last 10 years or more, but sometimes they don't. PSU is the first place I'd check, especially since this isn't a temperature issue.
 
I had a motherboard that caused that same issue until it no longer worked. If the issue occurs often enough, then I'd test with another PSU just to be sure.

Oh, it could absolutely be the motherboard, but without another indication, might as well look at the less expensive part that's less of a pain to install first!
