Question Computer turns on after a delay, but no signal is received by the monitor

When powering on the pc the cpu fan rotates for a millisecond and turns off and then again starts up. After this process the computer seems to be on since all the lights are powered and all the fans seems to be running. But the problem is my TV is not receiving any signal.
This issue occurs periodically, but after repeated tries it eventually turned on. But now it's not turning on.(This involves removing and inserting the ram, cleaning the system, pressing the power button for a while etc.)
I'm not hearing any beeps from the motherboard. Can it be power supply problem.

System Specs:
I5 4440
GTX 1060 6GB
450WATTS POWER SUPPLY
ASUS B85M-K MOTHERBOARD
8GB RAm

P.S: After repeated tries when I select a different HDMI source it in the TV and tries to boot the system it shows and signal is present in pc HDMI but when is switch it to that HDMI source(pc HDMI) it shows no signal

I don't have a different psu but I'll try with the 1060 out. But the onboard graphics doesn't have HDMI
