[SOLVED] Computer turns on and off repeatedly before turning on normally and freezes randomly

Up until a couple of months, my computer was working fine until it started to turn on and off at startup. In the past couple of days it has gotten worse to taking 10 mins before it starts to boot and open windows. Any help would be appreciated. To clarify, I press the on button of my pc and nothing happens for several minutes. The first thing to happen is my computer lights turn on for a couple of seconds and immediately turns off. It constantly does this for about 5 minutes before it turns on properly and boots open windows.

GTX 1080
12gb ddr3(1333)
2 1tb Toshiba 5400rpm hdds
750W power supply
MSI ZH77A

which 850W psu?
you can isolate the issue to hardware or software by booting into a new OS, it just sounds scary.
Boot to a USB drive with linux on it. grab a USB drive, a copy of rufus and a linux distribution.
http://distrowatch.com/ has tons of differing linux distributions and download links. I personally am fond of linux mint with cinnamon.
https://rufus.ie/ the utility used to extract the ISO file to the USB drive.

use rufus to extract the selected ISO to the thumb drive. it will make the drive bootable and you can run linux from the drive once done.
Reboot into linux and proceed to test the hardware. connect to internet, watch videos, await problems.
if linux is good and stable the issue is most likely inside windows or otherwise software related.
this is a test of the hardware.

if the reboot/freeze/failure does not exhibit itself in the new environment it is an issue inside windows, drivers, applications or settings.

My problem occurs before the bios or anything even shows up so when I boot to linux do I test all hardware and I'm not that good with linus and confused as to how I would test things like my power supply and other components
