Computer Turns on and off repeatedly

This computer has been screwed since November last year, I've made countless forum posts and it still hasn't been repaired. I've taken it to PC Technicians, PC Stores, The Nerdiest people I know and have tried just about everything the forums have asked me to do, I've replaced the Motherboard, CPU, Power Supply and Case (The Ram works on another computer).

Just can't seem to get it turned on

- No Beep Codes or anything on Screen

At first it would only power on for 1 second then power off. - I got a new CPU and now it starts for about 3-4 seconds and shuts down for 4-5 seconds before repeating this process by itself. There isn't too much or too less thermal paste on the CPU and I've reset BIOS and CMOS.

I've breadboarded all the way down to Mobo, PSU, CPU, 1 stick of RAM in different channels, and tried different heatsinks.

I've even gone around different power outlets around my house.

So, with the new parts, while breadboarding with only CPU+mobo, 1xRAM it turns for 3-4 seconds and shuts down? (while using stock cooler?)

I see two possibilities, either your spare PSU is also faulty, or like someone mentioned before your mobo might need a BIOS update in order to support the 4790k.

Test that spare PSU in another system to make sure it does work.

Find out if your mobo needs a BIOS update for the 4790k, I tried looking for Gigabyte H87-UD3H under Gigabyte's website but it doesn't find anything, maybe you wrote the code wrong?.

Finally, add your new full specs in this thread, not all people is going to read the previous ones.
