Question Computer turns on but doesn't load or boot anything

When trying to turn it on (from a powered off state) my desktop was unable to boot into windows.

And after doing some limited trouble shooting (I think I've narrowed the problem down to either the motherboard or the power supply) I also found out that it was sometimes unable to get to the BIOS either, but only sometimes.
I'm not really sure where to go from here and I'm not sure what other information to provide, but I'll be happy to give more information if needed.

My computer specs:
Msi Z97s sli krait
16GB ddr3
1TB hard drive
Rtx 2070s
Corsair CX 650M
i5-4690k
Basic cooling (1 case fan, stock cpu fan)

Update: Tried resetting the BIOS and the problem still persists

Try to reset the bios!!! there has to be jumper on the motherboard for reset.
If after that the mobo posts properly update the bios....
Other problem might be the PSU.... Try different PSU also.

I reset the BIOS and it unfortunately did not work, is there any way to make sure my PSU is faulty before I go buy a new one?
