Question Computer turns on, but no post and the power button doesn't turn it off.

The title pretty much sums up the problem, I turn on, the fans start spinning, but no post, also the power button won't turn it off. It could just be me doing something wrong because it's my first build. I already replaced the motherboard and the same thing happens if you have any ideas then let me know.

Possibly needs an update for BIOS.
