Computer turns on for 1 second - also occasionally emits high pitched noise

Hi - so I'm having some issues with my PC. If I turn it on too soon after it has been turned off, or wake it up too soon after it goes to sleep, it will power up for a second, then nothing. I have to disconnect the power, reconnect, and leave it for at least 30 minutes. On top of that, occasionally upon turning on (when it does boot) it emits a high pitched, constant noise.

I have: Z170A SLI Plus, 1070 GTX, 650 GS PSU, Core i5
 
Solution
So good quality PSU. But even good quality things do malfunction sometimes. If still under warranty, call for repair.
I would avoid using that PSU until it gets fixed/replaced if I were on your place.


I took off both panels and listened everywhere - it's definitely coming from the PSU -
EVGA Supernova GS 650W 220-GS-0650-V1.
 


Alright, thanks for the advice. I've got a new PSU on the way, and sent an e-mail to EVGA. Apparently SquareTrade won't help you if the item arrives broken. I really appreciate the help!
