Computer turns on for 3-5 sec then turns off and turns on again + No video output

Hello!
So i'm building my new pc and i encoutered problems listed in title. Yes i checked PERFORM THESE STEPS BEFORE POSTING thread. Hovewer it still didn't solve my problems.
I checked and looks like everything is connected properly. Also it wouldn't solve the problem with turning on, off and on again anyway...

I have motherborad asrock e3v5
intel pentium g4560
graphics card is old radeon, but i know it is working, because i just took it out from working PC
My motherboard speaker is not beeping at all, when i have everything connected.
When i took out ram i heard 3 short beeps, so that indicates that speaker is working and (here i'm not sure) it means CPU/Motherboard is also working. If the speaker wasn't beeping after taking out RAM stick that would also mean tha CPU/Motherboard might be damaged (am i right here?)


It's not a display problem i used 2 different displays with 2 different BGA cables, Both i know should work.
All the fans are spinning.

Is that broken PSU? Would it prevent me from booting? I mean after it turns itself off and on again it looks like it should be working. I have no beeping sounds when everything is connected.

The ethernet diods are also working when i turn machine on. I don't think motherboard is damaged.

Please help i have no idea what to do now.

EDIT i forgot to add that my PSU is silentiumPC supremo L2 550W
also fixed cpu name

Hi, The board might need a BIOS update for supporting the Kaby.

Yeah right, but how do i do that when i have no video output?

You can't. You'd need a Skylake CPU in order to update it. Any chance you can return it for a B250 mobo?

i need this mobo because it supports ecc ram, this is build for nas server

Take it to a shop to update for you, not sure how much they will charge.

Or, get a skylake CPU. Or see if someone has one you can borrow for an hour.

As an option, you can order a BIOS chip on ebay and replace the board's one. Or, you can contact ASRock and they might send you one, or you can try at a local pc repair shop.
