Computer turns on for 5-15 seconds then turns off

So about 3 or 4 weeks ago My computer failed me. I would turn it on, the fans would go, the motherboard would go through it's checks or whatever, the monitor would turn on try to start windows for maybe a few seconds once it got to that point, and it would then just shut off. This is my first build ever and here's what I've tried to fix this:

1. I've taken everything out except for bare bones equipment such as 1 stick of ram, no graphics card, disconnected all hard drives so it would run just the bios, but it still would not stay on.

2. I've replaced the PSU with a new one but it did the exact same thing. I returned that one which was a corsair 80+ platinum 860W PSU (my first one is a Fractal design 80+ platinum 800W PSU). I also took that 800W PSU to my friends place to test it with his computer. It didn't turn his on and thats why I chose to buy a new one. BUT I found out with the new one that if you do not use the cables a particular PSU comes with it won't work. EXAMPLE: I used some of the cables from my Fractal design 800W PSU with the Corsair 860W PSU cause I was too lazy to reroute the cables through my computer, but it didn't turn on at all. so i Proceeded to do exactly what I didn't want to do and rerouted with the Corsair cables, and it did the same thing as the Fractal design 800W did with it's own cables which was turn on for 5-15 seconds then turn off.

3. I've replaced my CPU with a new one (I was kinda stupid with the thermal paste and got too much on the first one and when I first put it in my MOBO. It got all over the pins and I stupidly used thermal paste remover directly on the bottom of the CPU so I'm not sure if i can still use that one)

4. I've replace the MOBO with the same one I had before. (there was a problem with the cpu fans revving up and staying revved, the new MOBO fixed that part but the computer shuts down still after 5-15 seconds.

5. I've tried resetting the Bios

6. I've tried a different MOBO from a friend and that one stayed on, but nothing booted up in fact the screen didn't even turn on.

Current Situation: Computer will not stay on so I can fix any software issues I may or may not have. I have the hard drives unplugged along with the graphics card pulled out with the current goal of just trying to get it to stay on. The computer does it's normal startup with the fans revving up then slowing back down to normal speed, then after a few seconds a few red LED's flash on then off and, the fans rev up AGAIN and then it shuts off.

MOBO: Asus Sabertooth 990FX R2.0
Graphics Card: R9 290x Lightning
Ram: Corsair 1866 240 Pin 4x8G 32G in total
CPU: AMD 9590 FX 8-core with liquid cooling unit
PSU: Fractal Design 80+ Platinum 800W
Computer case: NZXT Phantom full Tower case
Computer Monitor: Asus 24" 5ms
Wireless card: PCE-AC68 802.11ac Duel-Band Wireless-AC1900 PCI-E Adapter

That's a generic message when linux is booted
You hardware is fine and working normal. What exactly are you trying to do with OS? It seems you have some linux installation media on your system. OR you haven't installed your desired Operating system yet, please explain...

Edit: Forgot to mention, have to forget to install hard drive(HDD) in it?
And one more thing, it seems you expect to boot windows from it?
 


Well I have windows installed on my hard drive, but it doesn't matter if they are plugged or not the entire system fails to stay on longer than 5-15 seconds at any given time. This system worked for about 5 months then this started. I see windows start to come up when I start my computer with the hard drive plugged in, but as with every other test I've done it never stays on. The disk I have in the Tray is the disk that came with the MOBO (probably drivers).
 
Your OS is crashed. Try to turn it with "last best known settings" may be it'll fix the errors. Or last thing you could do is to repair windows.
You never had to replace hardware, its the operating system which needs heads up.
