computer turns on/off in a loop

Building a new computer and ran into this problem when I tried to turn it on. I turn it on, everything starts running and then after about 1-2 seconds it shuts down, after about another 1-2 seconds it starts back up on its own, and then it repeats this behavior until I intervene and shut it off.

It doesn't seem to be a problem with insufficient power, I ran it without the graphics card and hard drives and that did not change anything.

I did find that when I unplugged the atx12v 4+4(8 pin) plug, it woud all run, but obviously it won't boot. This makes me suspect the power supply is malfunctioning somehow.

Specs:
CPU: Intel 5820k
Mobo: Asrock x99 Extreme4
PS: Rosewill 1000w 80 plus bronze
RAM: 16GB (4x4GB) DDR4 ripjaws
Graphics card: GTX 970 G1
 
Also I forgot to mention the power supply is salvaged from an older build so it could be the problematic component without me really realizing it. Any assistance or advice would be appreciated.
