Building a new computer and ran into this problem when I tried to turn it on. I turn it on, everything starts running and then after about 1-2 seconds it shuts down, after about another 1-2 seconds it starts back up on its own, and then it repeats this behavior until I intervene and shut it off.
It doesn't seem to be a problem with insufficient power, I ran it without the graphics card and hard drives and that did not change anything.
I did find that when I unplugged the atx12v 4+4(8 pin) plug, it woud all run, but obviously it won't boot. This makes me suspect the power supply is malfunctioning somehow.
Specs:
CPU: Intel 5820k
Mobo: Asrock x99 Extreme4
PS: Rosewill 1000w 80 plus bronze
RAM: 16GB (4x4GB) DDR4 ripjaws
Graphics card: GTX 970 G1
