Computer turns on, turns off, back on, then boots.

Hi, my computer is currently and has been doing something weird for the past few months, it does not affect the performance or boot time or anything from what I can tell.

My computer will boot, all the fans leds and everything turn on, then it will stop everything, then start back up again and then i will hear a post and it will boot. Why is it doing this?

Edit: I did at first think the culprit was my psu, I have since replaced it with a much better one and the problem still persists.

Have latest BIOS? Latest mobo and GPU drivers, DRAM set up correctly? If all yes, let us know mobo, CPU, GPU, PSU, DRAM (model #s)

Not only PSU even faulty PSU cable, mobo, RAM cause this..
