Computer turns on, turns off then turns on again

So my newly built pc is turning on then turning off but then turning back on again (all on its own) and starting up just fine with no other problems.

I am pretty sure that this might be the BIOS, as it does not look as if I have the most recent version for my mobo.

But I'm not exactly sure how I'm supposed to update it. I've heard that the only way is to put a version of it into a usb drive and then plug it into the white outlined usb slot (the bios slot.)
Then reset the cmos/bios I'm not really sure.
I've done this and it has not had an effect as when I go into the bios settings the version hasn't changed and I still have my startup, turn off problem.

So could someone give me some detailed instructions on how I am supposed to update my BIOS or tell me if my problem is even BIOs related at all and I am looking in the wrong place.

My system build is:
AMD Ryzen 7 1700x (OC to 3.55)
ASUS 1080 8GB
EVGA G2 650w (works fine)
Crosshair Vi Hero (non-wifi)
16 GB kit of Corsair Dominator Platinum
Kraken x62 Cooler
 
Solution
My system did something like that, but only when it was coming out of sleep mode.

The solution was to
1) Shut down
2) Unplug the PC
3) Remove the CMOS battery
4) Hold the power button down (20-30 seconds), then release
5) Reinstall the CMOS battery
6) Plug in the PC
7) Power on

That solved it. This was particular to a Dell model, though. Still, your symptoms sound exactly the same as mine were, the only difference being that yours is on initial power up, and mine was when recovering from sleep mode. So, there's a chance these steps MIGHT work.
