Question Computer turns on with no boot and restarts itself shortly after it turns on

hi, i just built this pc and the computer turns on but doesnt show any signal. I know the psu, gpu, and ssd work from prior use but my other components i just bought.

SPECS:
i5-9600k (new)
h100i pro (new)
gigabyte z370 hd3 (new)
sapphire r9 380x
g.skill ripjaw v ddr4 2400 (new)
sentey 725w
samsung 860 evo 250gb ssd

it also restarts itself after it shuts itself down.

First are you over clocking the ram? If yes than set it back to default. Recheck all the cables in the case, power cable to your GPU. I have seen bad reset or power buttons on cases that will cause a pc to restart. Basically the reset and power connectors are the identical but where they connect. To test this disconnect the reset cable and restart see if it occurs again. If it does than more troubleshooting
