Hello, I have had this problem for a really long time. I built my computer about a year ago on April. These are the specs, I will go in detail to everything I have done to it.
CPU: i5 4690k, somehow overclocked using an H97m.
GPU: EVGA Windforce GTX 970, overclocked to a point where I saw extreme artifacting, haven't done any hardcore overclocking since then.
PSU: Fractal Design Integra R2 650W
SSD: Kingston HyperX 3k 120gb
HDD: Just a normal 1 TB hard drive.
RAM: Patriot Signature??? Single stick of 8gb, ddr3.
MOBO: ASRock H97m Anniversary Micro ATX, Important known problem, each of the ram slots, except for one, will not accept any ram and will end up making beeping sounds on startup. (That is why I am using a single stick)

Now to go into more detail about my problems with running things. For some reason I am having trouble running things at a decent FPS for my liking. For example, one of my friends with the exact same build as me(Different motherboard and ram type) Is able to run BF4 at a constant 100+ fps at maxed out, shown in videos as well, where I am struggling to stay above 65 at medium-high. I have not tested many games, but I know there is a problem. For example, I can't even run this simple voxel game called Cube World(look it up, I ran it maxed out 100+ fps on my old shit $400 cyberpower pc). It caps out at 30 fps right as the world actually starts to render in. This cannot be right, and it actually really disappoints me. Another problem is the fact that I literally cannot record with fraps, bandicam, or dxtory. For some reason all 3 recording software always ends up capping the game out at 24 fps, I have tried everything, I have made sure nothing is capped and everything is right. I used to have a video of me looking up at the sky in MC with 1800 fps, then it suddenly drops to 24 and caps there as I turn on the recording. I have came to the conclusion that it might just be that my motherboard is too low quality for this somewhat high tier build, and also the fact that I have only single stick of ram. I honestly don't even know if those even effect performance, but I just want to solve the problem.

Sorry for this super long paragraph, I really just want to fix this as I am pretty disappointed I haven't been able to use my PC to the full extent.

Solution
Are you saying that EVERY SINGLE part on his system is the same as EVERY SINGLE part, and I mean ALL of them, on yours?

He has the same motherboard, cpu, graphics card, power supply, memory modules, SSD, HDD, etc?

Did he overheat or clock it past the point of stability on his GPU card like you did? Probably not, so that's one difference at least. And could well be the entire issue. Overclocking GPUs is a lot less forgiving than overclocking a CPU is once an overheated condition exists. Doesn't take much to cause damage.

I'd probably start by doing a FULL, CLEAN, graphics driver installation, as outlined at the following link.

And, for the record, there's no possible way your 4690k could be overclocked on an H97 board. It can TURBO beyond the base clock speed, but it cannot be overclocked on that board. So that's inaccurate.

It might also not be a bad idea to make sure you have the very latest BIOS installed per the versions listed on the motherboard model's product page. I'd probably also recommend resetting the bios to it's default settings, then go back in and reconfigure your fan profiles or other custom settings, but leave everything related to the CPU alone.

I did what you asked and updated my motherboard's drivers, which ended up fixing my FPS problems so far. Instead of running 55-70 fps on high in BF4, I run 90-120 on ultra now. Thanks! Also sorry for some of the false information, I didn't actually really know what I did with my CPU and I didn't know what to call it. My friend's PC is basically the same except for the motherboard and ram(which I mentioned), but he hasn't overclocked at all, so that probably means something. Anyways, thanks for the help! 😀
