Hey i have recently gotten into Playerunkown battlegrounds and i've noticing some lag so im thinking about upgrading my computer.

Current rig:
Operating system:Windows 10 Home 64-bit
Ram:16gb dual-channel ddr3 933MHz
Motherboard: Gigabyte Technology Co. Ltd. Z97X-Gaming 3
Intel core i7 4790k
NVIDIA GeForce GTX 970 (MSI)
NVIDIA GeForce GTX 970 (MSI)

Solution
1080ti can be paired with I7 4790k without issues.
It is a bottleneck for 1080ti on extremelyfew games but the bottlenecking is not bad and can be easily ignored for now, even for 1xx fps goal.
For vast majority of games, 1080ti will work fine with I7 4790k.
I7 4790k is not yet in need to be replaced. Replacing it will only cost you more than what you get. Perhaps in the next one or two year, there will be a lot better proc to replace I7 4790k.
750W is plenty for you to OC anything you want in your PC.
Is the lag only showing up in PUBG? It's still just in beta ("early access"), so there's a good chance there are kinks they haven't ironed out yet.

Also, have you tried adjusting your graphics settings higher/lower to see if anything changes?

I can tell you from experience SLI Gtx-970 are less performant than a single one. (right now until they optimize the game)
If your thinking of upgrading, you failed to mention what monitor you have, also you will remain at 1080p,4K resolutions? 60hz/144hz ?
I don't see what you should upgrade the 4790K/Z97 16GB Ram . but if you want to replace it , anything else other than a 7700K and higher Cpu will make a improvement worth the money as the 4790K runs still neck in neck with 6700K CPU, and if you OC your 4790K to 4.6-4.8Ghz its just as good at gaming as a 7700K

Budget?

You have a good system right now. Recent i7, 16GBs of ram. What you really need isn't a new system, but a big boost to your video card. 1080 or 1080TI is what I'd go for. If you aren't using an SSD I'd get one as well and put your steam folder on it.

if your looking to upgrade I would keep the video cards, upgrade the rest, and you will need a new PSU unless it is recent (you had not mentioned it) and since someone suggest the Ryzen 1700, I have to suggest the 8700K, faster cpu, and ram, and cheaper than the ryzen 1700.

I7 4790k can still kick ass. Especially, if you OC it.
Going up to 7700k or even 8700k from I7 4790k will not really a big difference considering the money you must spend.
I would rather wait until a real worthy upgrade for I7 4790k comes. Just not now, not yet.
If you really want to upgrade the processor badly, go to Covfefe Lake.

GPU is more of the main attention here, I would get rid of that SLI first with a GTX1070 or GTX1080.
SLI could cause issues on some games and not always supported.
Performance scaling is also game dependent.

Adding an SSD is also crucial, if you do not have one. Put the OS and application (incl. games) you are using often on the SSD.

So if i upgrade to a 1080ti, Would it run highest performence or will the cpu make it less performence. I could later buy a better cooler for my cpu so i can overclock to 4.6-4.8. My psu is 750W corsair, All my parts are bought from 3years ago at the same time. Im running 180HZ on my asus rog PG248Q.
