I've had some very large problems with my internet lately. And it looks like it's caused by it not being fully used. according to the windows task manager i'm using less than 1 percent of my network even if i have a youtube video open that's buffering. Any idea how i can fix this?

not really. your using 1% of your network adapters bandwidth not the actual network speed. im guessing your on a 10mb connection or less?

i have a 10/100/1000 ethernet nic and run on a 50MB line.
end result is i use about 5% of my networks bandwidth and that is correct for my line speed.
if your talking internal network and not just to the internet then it could be a conflict or bad driver.

Unless you have an awfully slow internet connection, Youtube/Netflix and other streaming services' bandwidth is ultimately limited by the content's encoded bitrate after the initial pre-buffering. If the clip you are watching is encoded at 10Mbps, your PC will use ~10Mbps (1%) even if you are on 1Gbps GF for internet.

it is wired, but my laptop which is connected wirelessely works fine on the same network.

So a wired network is probably gigabit. Using less than 1% is perfectly normal.
