Question Computer Video Cuts Out randomly while emulating only?

Why would this happen?

My PC video keeps cutting out while using emulators but when i steam game it does not. Why would video cut out while emulating and when i say cuts out i mean the entire desktop cuts out not the emulator screen itself. Video goes out as if you unplugged the hdmi cable. So it blinks off then on again.

Again when i play steam games the system does not do this. I set the power of the gpu to performance mode in nvidia control panel for the application but it still cuts out. I tried adjusting the video settings a bit but the system seems to be doing this. I don't think there is anything wrong with the hardware. I think this is a software issue

So video cuts out while emulating but not steam gaming. I tried to google this question and i got no answer. I think the render unit is temporaily shutting down or something.
The two emulators are the dolphin emulator and PCSX ps2 emulator. Video cuts out when using these emulators. I haven't tried the nintendo emulator yet i suspect i would have the same issue.

Intel mini itx socket 1156 i7-860S
H57 chipset i think
GTX 1050 TI 4gb
8 gigs ram 2x4gb
Using Pico power supply 400 watts power brick is a flex atx solid gear320watts.

I forgot my operating system is Windows 10 Home edition
