Computer wakes up out of sleep when i turn off ceiling fan.

I just noticed this starting today. i tested twice while the computer is asleep and it woke up each time i turned off the fan. the computer is plugged into a one-time trip surge protector and the fan is on the same circuit as the computer. Should i worry about this or is it a minor drop/increase in voltage i shouldnt worry about?

That is not good. It is definitely affecting the power getting to your PC. Get a UPS for your PC if you value your PC. This should keep a constant supply of good power going to your PC. Cyberpower makes a good affordable sine wave unit compatible with modern PSUs. The model of UPS would depend on the components in your PC, but even the lower wattage units will condition the power and keep good power supplying your PC you just might have to stop gaming in a power outage situation.

What PSU (brand and model please, not just wattage) do you have? It may not have good filtering, in which case a UPS or surge suppressor with additional filtering may help.
Check your BIOS settings and see if you have your PC set to wake up on "sensitive things" like mouse movements; I've found that unexpected changes (e.g. turning on a light that affects the mouse's optical sensor) may trigger that awakening.

Its a Thermaltake SMART 630w 80 plus Bronze PSU. the power draw on my computer under load is around 400w so overstressing of the power supply is not an issue. And my BIOS is awful (HP) so i didnt see a setting like that.

Hmmm, not cheap junk, so it should have at least some filtering. I'd try a UPS or surge protector. Make sure you are using a GROUNDED outlet for your PC; test it to make it is actually properly grounded.

I'm using a single use power strip surge protector.

Apparently it was a usb controller causing it, i plugged the controller into a different usb port and it no longer turns on by itself. tried to get it to do it several times bu tnothing, so im assuming a faulty USB port was causing the problem. And the outlet is grounded.
